Add project issues for lush (Lua + shell) features
Defines syntax decisions and implementation plan across 7 issues:
- backtick command execution returning {code, stdout, stderr}
- ${expr} interpolation in backticks
- $SIGIL env var read/write
- argv parsing, piping, and redirection (future)
